Who’s Afraid of Human Rights? quips the discussion topic for the INPUD-led Side Event at the 68th United Nations Commission on Narcotic Drugs on Wednesday 12 March 2025 at 1630 hours.
Other relevant questions are: Who Values voice, choice, inclusion and engagement as a pathway to better health and quality of life?
And: Who believes health, rights, and dignity for all people is a more useful starting point for drug policy than criminalisation and stigma?

This SIDE EVENT introduces and discusses two landmark guidance documents
- A charter of enforceable human rights enshrined in national and international law from the Scottish Government’s National Collaborative; and
- Expert advice on the impact & workability of current legislative & regulatory approaches to the decriminalisation of drug use led by UNAIDS;
and initiates a multi-stakeholder discussion around how these resources can inform and shape future drug policies for progressive Member States.
