In early 2025, abrupt funding cuts from the U.S. triggered a major shock and widespread service disruptions across already underfunded harm reduction services and programmes for people who use drugs. One year on these cuts, combined with punitive drug policies, have pushed people who use drugs into a full-blown emergency. This is no longer just a financial crisis – it is a political and human rights crisis that is costing lives and dismantling community-led services.

Fourteen months since the original financial shock, the fallout has only deepened, inequity has widened, and the environment has gotten much harder for the community of people who use drugs. This is not business as usual. This is an emergency for the health, rights, dignity and lives of our community. We must rise now and take back what’s ours!
